We are seeking an experienced Project Controls Manager to join our team in the UAE. This is a high-impact leadership role for a professional with a strong background in project planning, cost control, compliance, scheduling and risk management within the oil & gas industry Ideally gained through at least 5 years of hands-on experience with ONGC (Oil and Natural Gas Corporation) plus similar national/major oil companies. You will play a central role in ensuring our capital projects are delivered on time within budget and to the highest standards of quality and safety.
| Role Summary |
| A project control manager in offshore oil and gas is responsible for overseeing and managing a project’s schedule, budget, and risk to ensure it meets its objectives. Key duties include developing and maintaining project schedules (often using tools like Primavera), tracking costs and resources, reporting progress to stakeholders, and implementing risk mitigation strategies. This role requires strong leadership, analytical skills, and a deep understanding of the offshore oil and gas environment. |
| Key Responsibilities |
| • Scheduling and planning: Establish project control structures, develop resource-loaded schedules, and create look-ahead and recovery plans. • Cost control: Maintain the project’s Bill of Quantities (BOQ), monitor costs, oversee the variation order process, and review the cost reports prepared by the Cost Engineer. • Risk and change management: Maintain and communicate the risk and opportunity register, manage change control processes, and develop mitigation plans. • Reporting: Publish and distribute project progress and cost reports to internal and external stakeholders. • Coordination and leadership: Guide the project management team on progress, cost, and contractual requirements. Foster collaboration with engineering, construction, and procurement teams. • Compliance: Ensure the project adheres to safety standards, quality requirements, and company policies. |
| Education & Qualifications |
| • Education: A bachelor’s degree in engineering or a related field is typically required. Additional qualification of Degree in Finance Management, PMI or construction management is preferred. • Experience: 15 to 20 years of experience in project controls within the oil and gas industry are necessary. |
| Skills & Competencies |
| • Expert-level proficiency in Primavera P6 and MS Project. • Strong leadership and team management capabilities. • Deep understanding of offshore construction, marine logistics, and installation methods. • Strategic thinking and ability to manage complex project interfaces. • Advanced reporting and analytical skills (Power BI, Excel). • Excellent communication and stakeholder engagement skills. |
| Responsibilities |
| • Take charge of the overall schedule of the project and associated cost for offshore transportation and installation (T&I) projects and tenders. • Ensure all Project Control outputs comply with contract terms and operational needs. • Coordinate with Business Development Team and Disciplines Engineering, Procurement, Contracts, Subcontracts and • • Planning deliverables required for Project controls to keep the Budget intact & Risk for smooth running of the project till completion. • Represent the importance of Planning and Cost Control discipline role in client meetings and project reviews. • Lead post-Project reviews and contribute to lessons learned and knowledge management. |
